Procedure 5.27.1 - Campus Security Authorities
Part 1: Purpose
Lake Superior College Policy 5.27 describes the college’s responsibility for Campus Security Authorities (CSA) as defined by the federal Clery Act. This procedure outlines the steps for designating and training individuals for that role.
Part 2: Designating a CSA
Subpart A: The Clery Act does not define specific positions that are considered CSA. However, it defines the following categories:
- A campus police department or a campus security department of an institution. At LSC, it is any member of the Safety and Security department including contract security officers.
- Any individuals who have responsibility for campus security but are not members of a campus police department or a campus security department (e.g., an individual who is responsible for monitoring the entrance into institutional property, such as a security guard).
- Any individual or organization specified in an institution’s statement of campus security policy as an individual or organization to which students and employees should report criminal offense.
- An official of an institution who has significant responsibility for student and campus activities, including, but not limited to, student housing, student discipline and campus judicial proceedings.
Subpart B: The President or designee will review the position descriptions of staff and determine whether the position is a CSA. The reasoning for the decision will be discussed with the President’s Cabinet. The position description shall contain language denoting that the position is a CSA. Examples of CSA include;
- Individuals involved with campus security, including contracted security officers.
- Faculty or staff that are club advisors or club leaders.
- By September 15 of each year, the Dean of Students will provide the President or designee with a list of club advisors/leaders.
- Faculty or staff that lead students on overnight trips. Several factors determine the definition of a trip under the Clery Act.
- The academic deans will notify the President or designee when a faculty member is leading a trip with an overnight stay.
- The President or designee will determine if it is a trip for Clery purposes and whether the faculty member should be designated as a CSA.
- Coaches in varsity athletics.
- The Athletic Director or acting Athletic Director will provide notification to the President or designee when a new coach begins working at LSC or an existing coach is no longer working at the college.
Part 3: Annual Training
- Every CSA must be trained annually.
- The President or designee will ensure that every CSA is enrolled in the appropriate training course.
- The CSA will be notified of the enrollment.
- The CSA will complete the training within 30 days of enrollment.
- If training is not complete, the President or designee will notify the CSA’s supervisor.
